Impact cpu in Teradata is the cpu consumed on hottest AMP multiplied by number of AMP in the system. so, in other word we can say it as actual "impact" on system cpu during skewed processing.

MaxAMPCPUTime * (HASHAMP()+1) AS impactCPU
